Summary:

ORDINANCE appropriating an additional $40,000.00 out of Miscellaneous Capital Projects/Acquisitions CP Series E Fund for the design of the Kendall Neighborhood Library under the Professional Architectural Services Contract with ROBERT ADAMS, INC (Approved by Ordinance No. 2019-0242 and 2020-798) - DISTRICT G - HUFFMAN

Background:

RECOMMENDATION:  Appropriate additional funds for the project.

 

SPECIFIC EXPLANATION:  The General Services Department recommends that City Council appropriate an additional $40,000.00 to the existing professional architectural services contract with Robert Adams, Inc. to perform additional design services including monumental sign foundation design, as well as Construction Administration services due to an extended project schedule.

 

PROJECT LOCATION:  609 N Eldridge Pkwy, Houston, TX 77079

 

PROJECT DESCRIPTION:  The project involves complete restoration of the entire first floor, refinishing the second and third floors, repair to the building exterior, replacing the roofing system, installing flood walls and gates, and improving the paving, landscape, and irrigation systems.

 

PREVIOUS HISTORY AND PROJECT SCOPE:  On April 3, 2019, by Ordinance No. 2019-242, City Council approved a professional architectural services contract with Robert Adams, Inc. to perform design and construction phase services to restore the Kendall Neighborhood Library and Community Center to pre-Hurricane Harvey conditions. On September 16, 2020, by Ordinance No. 2020-798, City Council appropriated funds to perform additional design services including building envelope repairs and mitigation.

 

MWBE INFORMATION:  The original contract and this additional appropriation have a 24% M/WBE goal.  To date, the architect has achieved 26.2% M/WBE participation.

 

DISASTER RECOVERY NOTE: This item is related to the impact of Hurricane Harvey DR4332, and it is the City’s intent to seek reimbursement from the Federal Emergency Management Agency (“FEMA”) and other eligible sources for such expenditures.

 

FISCAL NOTE:  No significant Fiscal Operating impact is anticipated as a result of this project.
