Specific Explanation:
The Director of the Houston Health Department and the Interim Chief Procurement Officer recommend that City Council approve an ordinance awarding a Subrecipient Agreement to the University of Texas Health Science Center (UT Health Houston) in an amount not to exceed $1,000,239.00 for services addressing COVID-19 health disparities among populations at high-risk and underserved for Health of Houston Surveillance. This agreement is effective on City Controller's countersignature date until May 31, 2023.
The scope of work requires UT Health to develop and implement two waves of COVID-19 impact surveys. The surveys will target address-based sampling of approximately 6000 Harris County residents. The COVID-19 impact surveys will focus on exposure and experience with COVID-19 including long-haul COVID adherence to public health guidelines, behaviors that elevate the risk of infection, vaccination hesitancy and barriers to health care.
This recommendation is made pursuant to subsections 252,022(1)(2a) of the Texas Local Government Code, which provides that "a procurement necessary to preserve or protect the public health or safety of the municipality's residents" is exempt from the competitive requirements for purchases.
