SUBJECT: Accept Work for Neighborhood Street Reconstruction No. 460 (Subproject 2), Ashland Street.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $1,419,209.44 or 11.22% under the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the Neighborhood Street Reconstruction program and was required to meet the City of Houston standards as well as improve drainage and replace existing residential streets that were deteriorated beyond economical repair and normal maintenance.
DESCRIPTION/SCOPE: This project consisted of concrete paving with storm drainage, curbs, sidewalks, driveways, street lighting, and necessary underground utilities. Cobb, Fendley & Associates, Inc. designed the project with 210 calendar days allowed for construction. The project was awarded to Grava, LLC with an original Contract Amount of $1,598,648.50.
LOCATION: The project area is generally bound by 11th Street on the north, 9th Street on the south, Tulane Street on the east, and Waverly Street on the west.
CONTRACT COMPLETION AND COST: The Contractor, Grava LLC, has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 28 days approved by Change Order No. 2. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 1 and 2 is $ 1,419,209.44 a decrease of $179,439.06 or 11.22% under the original Contract Amount. The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/W/SBE contract goals for this project were 11.00% MBE and 7.00% WBE (18.00% total). The approved goals for this project were 11.00% MBE, 3.00% WBE, and 4.00% SBE (18.00% total). According to the Office of Business Opportunity, the actual participation achieved on this project was 15.62% MBE, 3.65% WBE and 9.90% SBE (29.17% total). The standard for meeting M/W/SBE participation goals is the demonstration of Good Faith Efforts. The Contractor’s M/W/SBE performance on this project was rated an Outstanding for the following reasons: The Prime exceeded their contractual goals and utilized all of their goal credited subcontractors to their full extent. For the reasons listed, the Prime's performance exceeded our expectations and meets the intent and the spirit of the City’s MWSBE program.
