Request for Qualifications (RFQ) received February 11, 2021, for S94-Q29603- Approve an ordinance awarding a contract to Ford Audio-Video Systems, LLC in the maximum contract amount of $1,000,000.00 for a Professional Broadcast Audio Visual Technology Upgrade for City Hall Chambers for the Houston Television (Municipal Channel).
SPECIFIC EXPLANATION:
The Director of the Houston Television (Municipal Channel) and the Interim Chief Procurement Officer recommend that City Council approve an ordinance awarding a contract to Ford Audio-Visual Systems, LLC in the maximum contract amount of $1,000,000.00 which includes a 22.4% contingency in an amount of $224,164.00 (for unforeseen conditions) for a Professional Broadcast Audio Visual Technology Upgrade for City Hall Chambers. The contract will be effective on the Countersignature Date and shall remain in effect until completion of the project. The Director may terminate this contract at any time by giving 30 days’ written notice to Contractor, with a copy of the notice to the CPO.
The scope of work requires the contractor to replace and upgrade the broadcast audio video technology in the City Hall Chambers for use in the broadcast, recording, and audio distribution of City Council and Committee Meetings The primary function of Houston Television (HTV) and these facilities is to comply with the City's policy of open transparency in governmental function, by providing the 'open door' to those citizens that may be unable to attend in person, by broadcasting the meetings in real time by means of cable cast and streaming media on the internet. A secondary, but equally important function is to provide audio reinforcement, or 'Voice Lift' in the City Hall Chambers. This function helps restore the natural speech level from a talker to the farthest listeners in the room.
This RFQ was advertised in accordance with the requirements of the State of Texas bid laws. Submissions were received from AVI Systems, Ford Audio-Video Systems, LLC, and Noslar. The evaluation committee consisted of members from the Mayor’s Office, General Services Department, Administration and Regulatory Affairs Department, and the Houston Information Technology Services Department.
The Submissions were evaluated based on the following Criteria:

· Technical Competence/Requirements
Ford Audio-Visual Systems, LLC received the highest overall score and was deemed to be the best qualified supplier to meet the requirements as outlined in the RFQ.
MWBE Subcontracting:
The RFQ was advertised with a 24% goal for MWBE participation. Ford Audio-Visual Systems, LLC submitted a Good Faith Effort to the Office of Business Opportunity, which was approved for a 0% MWBE goal.
Hire Houston First:
The proposed contract requires compliance with the City's 'Hire Houston First' (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case Ford Audio-Visual Systems, LLC is not a designated HHF company.
Pay or Play:
The proposed contract requires compliance with the City’s Pay or Play ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides health benefits to eligible employees in compliance with City policy.
Fiscal Note:
Funding for this item is included in the FY23 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
