Summary:

ORDINANCE approving and authorizing Amendment No. 1 to agreement for Professional Services Agreement between City of Houston and T.I.B.A., LLC for Parking Access and Revenue Control System at George Bush Intercontinental Airport/Houston and William P. Hobby Airport for the Houston Airport System

Background:

RECOMMENDATION:

Enact an ordinance approving and authorizing Amendment No. 1 to an Agreement with T.I.B.A., LLC for the Parking Access and Revenue Control System (PARCS) for the Houston Airport System.

 

SPECIFIC EXPLANATION:

On July 13, 2022, City Council enacted Ordinance 2022-0545, approving and authorizing a Professional Services Agreement with T.I.B.A., LLC for the Parking Access and Revenue Control System (PARCS) at George Bush Intercontinental Airport/Houston and William P. Hobby Airport and providing funding. Under the Agreement, T.I.B.A. will design and install a new PARCS with license plate recognition at the entrances and exits of HAS parking facilities.

 

Following enactment of Ordinance 2022-0545, it was later discovered that a prior version of the Agreement with incorrect MWBE information and incorrect Exhibits B and B-1 was submitted for execution. Thus, an Amendment to the Agreement is needed to correct the MWBE sections and to insert in Exhibits B and B-1 the contractual language allowing the contractor to request a price increase tied to the Consumer Price Index (CPI).  These changes were to have been part of the original contract agreed to by the parties. There are no other changes to the Agreement, and no additional funding is required.

 

The City Attorney and the Houston Airport System Director recommend that City Council enact an Ordinance approving and authorizing Amendment No. 1 to the Agreement with T.I.B.A., LLC.

 

MWBE Participation:

The MWBE advertised goal for construction phase services is 13%, and T.I.B.A., LLC has committed to 18.07% participation.

 

Fiscal Note:

There is no impact to the fiscal budget or no additional spending authority. Therefore, no Fiscal Note is required as stated in the Financial Policies.
