RECOMMENDATION: Approve an Ordinance (i) de-appropriating the sum of $35,000 from the Professional Environmental Consulting Services Task Order Contract (previously appropriated by Ordinance No. 2017-647) with Farmer Environmental Group, LLC; and (ii) appropriating an equivalent amount to the Professional Architectural Services Contract with Rey de la Reza Architects, Inc. (RdlR) for the project (previously approved and authorized by Ordinance No. 2016-960).
SPECIFIC EXPLANATION: On August 23, 2017, by Ordinance 2017-647, City Council appropriated funds for professional environmental consulting services with Farmer Environmental Group, LLC for the HPW Northeast Quadrant Building (new) project. Additional reimbursable services incurred during the project (additional permit fees, impact fees, re-platting fees and other miscellaneous additional services) exceeded the projected reimbursable amount in the original contract with RdlR. The professional environmental consulting services were not utilized during this project.
Therefore, the General Services Department recommends that City Council de-appropriate $35,000 out of the Professional Environmental Consulting Services Task Order Contract with Farmer Environmental Group, LLC and appropriate an equivalent amount to the Professional Architectural Services Contract with RdlR to cover the cost of additional reimbursable expenses incurred.

PREVIOUS HISTORY AND PROJECT SCOPE: On December 7, 2016, by Ordinance 2016-960, City Council approved a Professional Architectural Services Contract with RdlR and appropriated funds for design and construction phase services for the HPW Northeast Quadrant Building (new) project.
M/WBE INFORMATION: The contract was awarded with a 24% M/WBE goal. To date, RdlR has achieved 24.30% participation.
FISCAL NOTE: No significant fiscal operating impact is anticipated as a result of this project.
