Sole Source for N32436 – Approve the sole source purchase from Teledyne FLIR Surveillance, Inc. in the total amount of $108,580.28 for the repair of a thermal imaging camera system for the Houston Police Department.
Specific Explanation:
The Chief of the Houston Police Department and the Interim Chief Procurement Officer recommend that City Council approve the sole source purchase for the repair of a thermal imaging camera system in the total amount of $108,580.28 for the Houston Police Department (HPD) and that authorization be given to issue a purchase order to Teledyne FLIR Surveillance, Inc.
The thermal imaging camera system was discovered that it was not cooling down in the proper amount of time, this type of malfunction could lead to a full failure of this equipment. The lead HPD mechanic sent the thermal imaging camera system to the Teledyne FLIR Surveillance, Inc engineers for a diagnostic review. The diagnostic review revealed that the cooling system failed and needed to be replaced or the thermal imaging camera system would be rendered useless. A new thermal imaging camera system will exceed $550,000.00.
Teledyne FLIR Surveillance, Inc. is the sole source manufacturer, distributor, and service center for the Star SAFIRE 380-HD thermal imaging camera system and related FLIR products. There are no other dealers/suppliers authorized to resell this equipment.
This recommendation is made pursuant to subsection 252.022(a)(7) of the Texas Local Government Code, which provides that "a procurement of items that are available from only one source" is exempt from the competitive requirements for purchases.

Hire Houston First:
This procurement is exempt from the City’s Hire Houston First ordinance. Bids/proposals were not solicited because the department is utilizing a sole source for this purchase.
