SUBJECT: Additional Appropriation to the Professional Engineering Services Contract between the City and Kalluri Group, Inc. for Engineering Services associated with the Chlorine System Improvements at East Water Purification Plant.
RECOMMENDATION: Approve an ordinance appropriating additional funds to the Professional Engineering Services Contract with Kalluri Group, Inc.
PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s Capital Improvement Program. This project is required to improve safety, operability, maintainability, and reliability of the East Water Purification Plant (EWPP) to comply with the Texas Commission on Environmental Quality and Surface Water Treatment Rule mandated by the United States Environmental Protection Agency and to meet existing and future water demand requirements.
DESCRIPTION/SCOPE: This project consists of providing professional engineering and related services associated with the design improvements of chlorine scrubber systems; integration of the scrubber control and monitoring functions into the Supervisory Control and Data Acquisition Network; replacement of existing chlorine feed piping, actuators, control valves (at 1-ton buildings, evaporator rooms at Plants 1 and 3); and the replacement of chlorine vapor detection system.
LOCATION: The project area is located at 12555 Clinton Drive and 2300 Federal Road.
PREVIOUS HISTORY AND SCOPE: City Council approved the original contract on March 30, 2016, under Ordinance No. 2016-0246. The scope of services under the original contract consisted of Phase I – Preliminary Engineering, Phase II – Final Design and Phase III – Construction Phase Services, and Additional Services. Under this contract, the Consultant accomplished 70% replacement of the Chlorine dry scrubber with a more efficient wet Scrubber system at EWPP and completion of a study for the chemical feed system. SCOPE OF THIS ADDITIONAL APPROPRIATION AND FEE: Under the scope of the additional appropriation, the Consultant will accomplish the following: Life Safety System Improvements of Chlorine and Ton Container Buildings at Plants 1, 2 and 3 to improve safety. Additional Chlorine Ton Container Storage to Enhance Emergency Preparedness. A fee of $518,000.00 is budgeted for Basic Services and $190,000.00 for Additional Services.
The total requested appropriation is $743,400.00 to be appropriated as follows: $708,000.00 for contract services and $35,400.00 for CIP Cost Recovery.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City Contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.
M/WBE PARTICIPATION: The M/WBE goal established for this project is 24%. The original contract amount and subsequent appropriation totals $2,867,507.37. The Contractor has been paid $2,438,827.00 (85.05%). Of this amount, $519,845.00 (21.32%) has been paid to M/WBE sub-contractors to date. Assuming approval of the requested additional appropriation, the contract amount will increase to $3,575,507.37. The Contractor proposes the following plan to meet the M/WBE goal.
