SUBJECT: Accept Work for Citywide Work Orders for Council District Service Fund Projects #1.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $3,860,827.38 or 1.43% over the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the Street and Traffic Control Capital Improvement Plan (CIP) and was required to meet current City of Houston Standards as well as improve sidewalks, street surfaces, curbs, mobility and safety at intersections. The work orders were determined by the Council District Service Fund process.
DESCRIPTION/SCOPE: This project consisted of the reconstruction of sidewalks, curb-ramps, replacement of damaged concrete pavement panels, overlay of deteriorated asphalt pavement surfaces, replacement of pavement markings where needed, modification of medians and ditch improvements. The original Contract duration for this project was 365 calendar days. The project was awarded to T Construction, LLC with an original contract amount of $3,806,262.00.
LOCATION: The projects were located in 80 locations.
CONTRACT COMPLETION AND COST: The Contractor, T Construction, LLC, has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 730 days approved by Change Orders Nos. 3 and 6. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 1, 2, 4, 5 and 7 is $3,860,827.38, an increase of $54,565.38 or 1.43% over the original Contract Amount and under the 5% contingency amount. The increased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goals for this project were 12.00% MBE and 7.00% WBE (19.00% total). The M/W/SBE goals approved for this project were 10.00% MBE, 8.00% WBE, and 1% SBE (19.00% total). According to Office of Business Opportunity, the actual participation achieved on this project was 15.89% MBE, 8.34% WBE, and 1.03% SBE (25.26% total). The standard for meeting M/W/SBE participation goals is the demonstration of Good Faith Efforts. The Contractor’s M/WBE performance on this project was rated Outstanding for the following reasons: The Prime exceeded the M/W/SBE goals on this project and made good faith efforts to utilize all goals credit subcontractors to capacity. For the reasons listed, the Contractor's performance meets the intent and spirit of the City's M/W/SBE program.
