SUBJECT: Professional Engineering Services Work Order contract between the City and FCM Engineers, PC for Capacity Remedial Measures Plan (CRMP) for Neighborhood Sewer Systems Improvements.
RECOMMENDATION: An ordinance approving a Professional Engineering Services Contract with FCM Engineers, PC for Capacity Remedial Measures Plan (CRMP) for Neighborhood Sewer Systems Improvements and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the Wastewater Treatment Capital Improvement Plan and is required to identify citywide improvements necessary for neighborhood sewer systems.
The work to be performed under this contract award is necessary to maintain compliance with Houston's wastewater consent decree with EPA and TCEQ.
DESCRIPTION: This project consists of the design of neighborhood sewer system improvements including staff augmentations. This project also includes but is not limited to inspection, condition assessments, identification of localized sewer problem areas and resolutions for neighborhood sewer system throughout the City to support implementation of consent decree requirements.
LOCATION: The project is located throughout the City of Houston.
SCOPE OF CONTRACT AND FEE: Under the scope of the Contract, the Consultant will evaluate the condition and resiliency of the existing citywide wastewater collection system, identify necessary improvements, and comply with Consent Decree requirements. The Consultant will also perform Engineering Services based on the cost of time and materials with not-to-exceed agreed upon amount. The Basic Services fees for Phase II and Phase III are based on a negotiated lump sum amount. The total Basic Services appropriation is $3,947,760.00.
The Contract also includes certain Additional Services to be paid either as lump sum or on a reimbursable basis. The total Additional Services appropriation is $1,248,480.00.
The negotiated maximum for Phase I Services is $1,558,872.00
The total cost of this project is $5,456,052.00 to be appropriated as follows: $5,196,240.00 for Contract services and $259,812.00 for CIP Cost Recovery.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides benefits for some employees but will pay into the Contractor Responsibility Fund for others, in compliance with City policy.
M/WBE PARTICIPATION: The M/WBE goal for the project is set at 24.00%. The Consultant has proposed the following firms to achieve this goal.
