Background:

Formal Bids Received February 3, 2022 for S35-N31168 - Approve an award to Advanced Measurement Technology, Inc. in the amount not to exceed $740,420.08 for the purchase of detection and identification devices for the Public Safety and Homeland Security Division.

 

Specific Explanation:

The Director of Public Safety and Homeland Security and the Interim Chief Procurement Officer recommend that City Council approve an award to Advanced Measurement Technology, Inc. on its low bid meeting specifications in the amount not to exceed $740,420.08 for the purchase of detection and identification devices for the Houston Police and Fire Departments and that authorization  be given to issue a purchase order. 

 

This award is for the purchase and delivery of four (4) ORTEC Detective-X-N High Purity Germanium Radio Isotope Identification Devices (HPGe RIID), six (6) EXT-BAT-X ultra-battery extenders, one (1) Detective-X-ACC-Dual-CHGR standalone dual battery charger and calibrator, and four (4) Detective-X-ACC-2590-Cable battery cables for connection to military 2590 batteries.  These HPGe RIIDs will be used to quickly and accurately identify the radioactive isotope contained within a suspicious object.  By identifying the isotope, bomb technicians and hazardous material technicians can identity the potential threat as radioactive or nuclear.  The HPGe RIIDs provide a fast and effective response plan to be enacted and can speed up the resolution process.  These devices will be used by the Houston Police and Fire Departments.

 

This project was advertised in accordance with the requirement of the State of Texas bid laws. Fifteen (15) prospective bidders downloaded the solicitation document from SPD's e-bidding website, and six (6) bids were received as outlined below.
