SUBJECT: First Amendment to the Interlocal Agreement between the City of Houston (City) and Memorial-Heights Redevelopment Authority (Authority) for improvements to Shepherd Drive, Durham Drive, and selected cross streets.
RECOMMENDATION: Approve a First Amendment to the Interlocal Agreement with Memorial-Heights Redevelopment Authority (Authority) for improvements to Shepherd Drive, Durham Drive, and selected cross streets and appropriate additional funds.
PROJECT NOTICE/JUSTIFICATION: This project consists of the City’s requested improvements to Shepherd Drive and Durham Drive from Interstate 610 to West 15th Street and selected cross streets.
LOCATION: The project area is generally bound by Interstate 610 on the north, West 14th Street on the south, Lawrence Street on the east and Beal Street on the west.
PREVIOUS HISTORY AND SCOPE: The Authority received funds from a Federal grant for this project. The City requested the Authority to include infrastructure improvements. The Authority agreed to include the design and installation of 10,388 linear feet of waterline with its associated appurtenances and the abandonment of approximately 2,298 linear feet of the sanitary sewer with its associated appurtenances. On October 27, 2021, City Council approved an Interlocal Agreement under Ordinance No. 2021-0915 and appropriated $3,570,590.00 for the requested improvements to the water and sanitary sewer lines.
SCOPE OF THIS AMENDMENT: Under the scope of the amendment, the City and the Authority desire to amend the original agreement to update the scope of services and the cost estimate. The City and the Authority agree that it is necessary to redesign and reroute the failing water and wastewater lines at selected cross streets on Shepherd Drive and Durham Drive. The new scope consists of an additional 500 linear feet and includes the escalated costs of construction material and labor.
The City will be responsible for an overall amount of $8,042,789.43 of which $3,570,590.00 was previously appropriated on October 27, 2021, leaving a balance of $4,472,199.43 to be appropriated.
The total requested appropriation is $4,695,809.40 to be appropriated as follows: $4,472,199.43 for cost of the project and $223,609.97 for CIP Cost Recovery.
FISCAL NOTE: No significant Fiscal Operating Impact is anticipated as a result of this project.
