SUBJECT: Facilities Extension Agreement (FEA) between the City of Houston and CenterPoint Energy Houston Electric, LLC for DR15 Spellman Detention Basin.
RECOMMENDATION: Adopt an ordinance approving and authorizing a Facilities Extension Agreement (FEA) between the City of Houston and CenterPoint Energy Houston Electric, LLC and appropriate funds.
SPECIFIC EXPLANATION: Houston Public Works is requesting an ordinance for a FEA between the City of Houston and CenterPoint Energy Houston Electric, LLC for DR15 Spellman Detention Basin to relocate overhead facilities from the proposed detention basin.
The Project will utilize funding from the U.S. Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG-DR15) program. These funds are administered by the City’s Housing and Community Development Department (HCDD). HCDD has requested the Release of Funds from HUD and has received the Authority to Use Grant Funds. Expenditures for the Project will come from the Dedicated Drainage and Street Renewal Capital Fund-Ad Valorem Tax (Fund 4046) and will cause a transfer of funds from the Dedicated Drainage and Street Renewal Fund-Ad Valorem Tax (Fund 2311) when expenditures are presented for payment. The reimbursement to the City of such eligible expenditures, costs, and bills for the Project will be deposited in Fund 2311 and expenditures will be reimbursed by CDBG-DR15 funds in accordance with the Letter of Agreement (LOA) between HCDD and HPW for the Project.
This action authorizes payment for the relocation of the overhead facilities from the proposed detention basin as per the FEA. The total requested appropriation is $280,074.28 to be appropriated as follows: $266,737.41 for utility relocation and $13,336.87 for CIP Cost Recovery.
LOCATION: The project area is generally bound by Bankside on the north, West Bellfort Avenue on the south, Fondren on the west, and Sandpiper Drive on the east.
FISCAL NOTE: No significant Fiscal Operating Impact is anticipated as a result of this project.
