SUBJECT: Petition for the City’s consent to the creation of two (2) tracts of land totaling 364.652 acres as Fort Bend County Municipal Utility District No. 134F.
RECOMMENDATION: Petition for the City’s consent to the creation of two (2) tracts of land totaling 364.652 acres as Fort Bend County Municipal Utility District No. 134F be approved.
SPECIFIC EXPLANATION: The owners of 364.652 acres of land, located within Fort Bend County and in the extraterritorial jurisdiction of the City of Houston (the “City”), have petitioned the City for consent to create a district. The name of the proposed district shall be Fort Bend County Municipal Utility District No. 134F (the “District”). The proposed District consists of vacant land and is proposed to be developed as single family residential and institutional property. The proposed District is located in the vicinity of Owens Road, South Mason Road, West Airport Boulevard, and Grand Parkway. The creation of the District does not release it from the City’s extraterritorial jurisdiction.
The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.
The District will be provided with wastewater treatment by the Harvest Green Wastewater Treatment Facility. This regional plant also provides wastewater treatment to Fort Bend County Municipal Utility District No 134E and Fort Bend County Municipal Utility District No. 134D. Potable water will be provided by the District.
The nearest major drainage facility for Fort Bend County Municipal Utility District No. 134F is Oyster Creek, which flows into Flat Bank Creek, then into the Brazos River, and finally into the Gulf of Mexico. The proposed tracts are within the 100 year floodplain (59%) and 500 year floodplain (8%). A drainage impact analysis was completed by the District and reviewed by Fort Bend County Drainage District (FBCDD). FBCDD did not find any objection to the report's findings that stated the project, along with identified mitigation, will cause no adverse impact to the receiving waterways in storm events up to and including the 100-year event.
By executing the Petition for Consent, the District has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the District must be approved by the City prior to their construction.
The Utility District Review Committee recommends that the subject petition be approved.
