SUBJECT: Accept Work for Small and Large Diameter Waterline Valve Replacement Project.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final contract amount of $1,775,894.12 or 0.68% over the original contract amount, accept the work, and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project provided for the removal, disposal and installation of new small and large diameter waterline valves and ancillary work.
DESCRIPTION/SCOPE: This project consisted of the replacement of small and large diameter waterline valves that were deteriorated beyond repair, the installation of new valves, and the replacement of some small and large diameter water lines that are associated with the installation of the new valves. The project was awarded to T Construction, LLC with an original Contract Amount of $1,763,875.40. The contract duration for this project was 365 calendar days.
LOCATION: The projects are located throughout the City of Houston.
CONTRACT COMPLETION AND COST: The contractor, T Construction, LLC has completed the work under the subject contract. The project was completed within the original contract time. The final cost of the project, including overrun and underrun of estimated unit price quantities and previous Change Order No. 1 is $1,775,894.12, an increase of $12,018.72 or 0.68% over the original Contract Amount and under the 5% contingency amount. The increased cost is the result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goals for this project were 12% MBE and 7% WBE (19% total). The M/W/SBE goals approved for this project were 12% MBE and 7% WBE (19% total). According to the Office of Business Opportunity, the actual participation achieved on this project was 22.38% MBE and 2.74% WBE (25.12% total). The standard for meeting MWSBE participation goals is the demonstration of Good Faith Efforts. The Contractor's M/W/SBE performance on this project was rated Satisfactory for the following reasons: Although the Prime experienced a shortfall with WBE participation due to the limited work orders requiring trucking services, the Prime was successful in exceeding the MBE goal by 10.38%. In addition, the Prime made good faith efforts to utilize all goal credit subcontractors to capacity on this project. For the reasons listed, the Contractor's performance meets the intent and spirit of the City's MWSBE program.
