SUBJECT: Contract Award for Sanitary Sewer Targeted Cleaning and Television Inspection.
RECOMMENDATION: Reject highest scoring proposer, return bid bond, award construction contract to the second highest scoring proposer, Specialized Maintenance Services, Inc., for Sanitary Sewer Targeted Cleaning and Television Inspection and allocate funds.
PROJECT NOTICE/JUSTIFICATION: This project is required to reduce sanitary sewer overflows by providing sanitary sewer targeted cleaning and television inspection of sanitary sewers throughout the City.
The work to be performed under this contract award is necessary to maintain compliance with Houston's wastewater consent decree with EPA and TCEQ.
DESCRIPTION/SCOPE: This project consists of sewer targeted cleaning and television inspection. The contract duration for this project is 365 calendar days.
LOCATION: The projects are located throughout the City of Houston.
PROPOSALS: This project was advertised for competitive sealed proposals on September 17, 2021. Four (4) proposals were received on October 21, 2021. The proposals received are as follows:

AWARD: A selection committee was comprised of members from Houston Public Works. The Selection Committee reviewed the proposals based on the total proposal price, experience, crew availability, references, years in business, safety, claims history, and Hire Houston First. The apparent highest scoring proposer, Pro-Pipe, Inc., was considered non-responsive due to not submitting the required documents. Therefore, it is recommended that this construction contract be awarded to the second highest scoring proposer, Specialized Maintenance Services, Inc., with a proposal of $3,844,601.40.
PROJECT COST: The total cost of this project is $4,036,832.00 to be appropriated as follows:

HIRE HOUSTON FIRST: The proposed contract requires compliance with the City's 'Hire Houston First' (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, the proposed contractor is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City's Pay or Play ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides health benefits to eligible employees in compliance with City policy.
M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 14.00% MBE goal and 4.00% WBE goal for this project.
