Agenda Item#: 10.

Summary:

ENVIRONMENTAL IMPROVEMENTS, INC for purchase of Drinking Water Chain of Flight Parts for Houston Public Works - $15,150.95 - Enterprise Fund

Background:

Informal Bids Received February 4, 2022, for I04829 – Approve an award to Environmental Improvements, Inc, in the total amount of $15,150.95 for the purchase of drinking water chain of flight parts for Houston Public Works.

Specific Explanation:

The Director of Houston Public Works (HPW) and the Chief Procurement Officer recommend that City Council approve an award to Environmental Improvements, Inc, in the total amount of $15,150.95 for the purchase of drinking water chain of flight parts and that authorization be given to issue a purchase order for Houston Public Works.

This is for the purchase and delivery of Evoqua chain of flight parts (wear-shoe return w/lug, shoe-wear, carry, chain-ncs720s poly, flight-sigma diamond, sprocket shear pin, chain-drive, spacer-flight, pin-shear, wear strip, kit-limit switch) which are used for the water purification plant's chain collector system for sludge removal and is required for continuous plant operations at the City of Houston’s Southeast Water Purification Plant.

This project was advertised in accordance with the requirements of the State of Texas bid laws for an informal procurement. Environmental Improvements, Inc has already received $38,450.01 for other good and/or services this fiscal year. This purchase would put them above the $50,000 threshold and therefore requires Council action. Eleven (11) prospective bidders downloaded the solicitation document from SPD’s e-bidding website and four (4) bids were received as outlined below:

The proposed contract requires compliance with the City’s ‘Hire Houston First’ ordinance that promotes economic opportunity for Houston businesses, while supporting job creation. In this case, Environmental Improvements, Inc is a designated HHF company, but they were the successful awardee without application of the HHF preference.
