Summary:

ORDINANCE appropriating $165,000.00 out of Reimbursement of Equipment/Projects Fund to an Interlocal Agreement between the City of Houston and TEXAS A&M ENGINEERING EXPERIMENT STATION (TEES) for Energy Services (Approved by Ordinance No. 2020-395)

Background:

RECOMMENDATION:  Approve an Ordinance appropriating $165,000.00 out of the Reimbursement of Equipment/ Projects Fund to the Interlocal Agreement with the Texas A&M Engineering Experiment Station (TEES) for energy services.

 

SPECIFIC EXPLANATION: 

The General Services Department recommends that City Council appropriate $165,000.00 out of the Reimbursement of Equipment/ Projects Fund to the Interlocal Agreement with TEES for energy services related to the development of a Utility Assessment Report (UAR).

 

On May 6, 2020, by Ordinance No. 2020-395, City Council approved an Interlocal Agreement with TEES for the development of a UAR.  The UAR is a comprehensive engineering report that outlines detailed costs, savings and return on investment calculations for energy cost reduction measures.  The UAR was completed on March 23, 2021, in accordance with the Texas LoanSTAR Technical Guidebook, published by the State Energy Conservation Office (SECO).  The UAR assessed potential projects at four downtown facilities and identified and recommended Utility Cost Reduction Measures (UCRM). The cost of the UAR is $165,000.00.  The City’s payment obligation for the UAR is limited to proceeds from a loan from SECO, which Council is considering under a separate action. Per the Agreement, the City is to remit payment for services within 60 days of receiving loan proceeds from SECO.

MWBE PARTICIPATION:  The Office of Business Opportunity approved a waiver of an MWBE goal because the services are being procured through an Interlocal Agreement without any opportunity of divisibility for subcontracting.

 

FISCAL NOTE: No significant impact to the operating budget is anticipated from this project.
