SUBJECT: Contract Award for Green River Drive and Chatwood Lift Station Diversion.
RECOMMENDATION: Award a Construction Contract to Reytec Construction Resources, Inc., for Green River Drive and Chatwood Lift Station Diversion and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s program to upgrade its wastewater lift stations facilities.
The work to be performed under this contract award is necessary to maintain compliance with Houston's wastewater consent decree with EPA and TCEQ.
DESCRIPTION/SCOPE: This project consists of the demolition of two lift stations, Green River and Chatwood, and construction of a gravity sewer line that conveys flows along Las Cruces Street, Chatwood Drive, and Talton Street to the Fresh Water Supply District (FWSD) #23 Wastewater Treatment Plant (WWTP). The Contract duration for this project is 540 calendar days. This project was designed by Stantec Consulting Services, Inc.

Testing Services will be provided by Gorrondona Engineering Services, Inc., under a previously approved contract.
Construction Management Services will be provided by Briones Consulting & Engineering, Ltd., under a previously approved contract.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case, Reytec Construction Resources, Inc., is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.
M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 11.00% MBE goal and 7.00% WBE goal for this project.
