Summary:

ORDINANCE appropriating $2,161,526.00 out of Reimbursement of Equipment Projects Fund and approving and authorizing an Interlocal Agreement between the City of Houston and TEXAS A&M ENGINEERING EXPERIMENT STATION for Energy Efficiency Upgrades at various City facilities - DISTRICTS H - CISNEROS and I - GALLEGOS

Background:

RECOMMENDATION:  Approve and authorize an Interlocal Agreement with the Texas A&M Engineering Experiment Station (TEES) to provide project design and construction services related to energy efficiency upgrades at various City facilities and appropriate funds for the project.

 

SPECIFIC EXPLANATION: On May 6, 2020, by Ordinance No. 2020-395, City Council approved an Interlocal Agreement with TEES for the development of a Utility Assessment Report (UAR).  The UAR assessed potential projects and identified Utility Cost Reduction Measures (UCRM), per the Texas LoanSTAR Technical Guidebook, published by the State Energy Conservation Office (SECO). The projects are projected to reduce the City’s annual electricity usage by 3,618,764 kilowatt hours (kWh) and reduce the annual natural gas usage by 1,258 million british thermal units (MMBtu).  Additional benefits include longer life expectancy of lighting and equipment, reduced maintenance costs, increased efficiency, and lower emissions.

 

Services provided under this Interlocal Agreement include the installation of LED lighting retrofits at City Hall, City Hall Annex, and the Houston Permitting Center; the implementation of Continuous Commissioning® mechanical system optimization measures at City Hall, City Hall Annex, and the Houston Permitting Center; the restoration of the rooftop solar photovoltaic systems at City Hall Annex and the Houston Permitting Center; and the redesign of air distribution system and upgrade of HVAC controls for the ITT Data Control Room & Security Monitoring Center at the Bob Lanier Public Works Building.

 

It is now requested that City Council enact an ordinance approving a new Interlocal Agreement with TEES to manage the design and construction of the projects identified by the UAR for energy efficiency upgrades and appropriate funds for the project.

 

SECO loan funds in the amount of $2,161,526.00 will be used to finance the work. City Council will be asked to approve execution of the loan agreement under a separate Council action.
