Summary:

DOGGETT HEAVY MACHINERY for Skid Steer Loader through the Interlocal Agreement for Cooperative Purchasing with Sourcewell for the Fleet Management Department on behalf of the Houston Police Department - $89,800.00 - Police Consolidated Construction Fund

Background:

S87-E31173 - Approve the purchase of a skid steer loader through the Interlocal Agreement for Cooperative Purchasing with Sourcewell in the total amount of $89,800.00 for the Fleet Management Department on behalf of the Houston Police Department.

 

Specific Explanation:

The Director of Fleet Management Department and the Chief Procurement Officer recommend that City Council approve the purchase of one (1) skid steer loader through the Interlocal Agreement for Cooperative Purchasing with Sourcewell in the total amount of $89,800.00 for the Houston Police Department and that authorization be given to issue a purchase order to Doggett Heavy Machinery. The department personnel will utilize this skid steer loader to maintain the Dart Street evidence, property, and investigational storage lot. Funding for this purchase is included in the adopted FY22 Capital Improvement Plan (CIP). 

 

This skid steer loader for HPD has been vetted by the Fleet Management Department.  It has been established that there are no opportunities to efficiently incorporate the use of alternative fuels for the targeted equipment applications.  

 

This skid steer loader will come with a full warranty of twenty-four (24) months and a 2,000 hour full comprehensive warranty. 

 

This recommendation is made pursuant to subsection 271.102(c) of the Texas Local Government Code, which provides that "a local government that purchases goods or services from a cooperative purchasing program or organization satisfies any state law requiring the local government to seek competitive bids for the purchase of goods and services."

 

M/WBE Subcontracting:

M/WBE Zero Percentage Goal Document Approved by the Office of Business Opportunity.

 

Hire Houston First:

This procurement is exempt from the City's Hire Houston First Ordinance.  Bids/proposals were not solicited because the department is utilizing an Interlocal or Cooperative Purchasing agreement for this purchase. 

 

Fiscal Note:

No significant Fiscal Operating impact is anticipated as a result of this project.
