Summary:

ORDINANCE approving and authorizing the electronic submission of a Grant Application to the US DEPARTMENT OF JUSTICE FOR THE FY21 INTERNET CRIMES AGAINST CHILDREN TASK FORCE GRANT and the acceptance of the award for the Houston Police Department; declaring the City's eligibility for such grant; authorizing the Chief of the Houston Police Department ("Police Chief") to act as the City's representative in the application process; authorizing the Police Chief to accept the Grant award and expend the Grant Funds, as awarded, to extend the grant and expend the Grant Funds, as awarded, to extend the Grant period and to apply for and accept all subsequent awards, if any, pertaining to the Grant

Background:

 

The Chief of Police for the Houston Police Department (HPD) is requesting an ordinance be approved authorizing the submission of an electronic grant application for and acceptance of the FY21 Internet Crimes Against Children Task Force grant award from the Department of Justice (DOJ). This is an invited application grant submission. The grant award will be for $570,266.00  The project period is from October 1, 2021 to September 30, 2022.  This grant does not require a cash match. This will be HPD's ninth award for this program.

 

The goal of the FY21 ICAC grant is to continue conducting proactive investigations, forensic examinations and effective prosecutions of internet crimes against children as well as provide forensic, preventive and investigative assistance to parents, educators, prosecutors, law enforcement and others concerned with internet crimes against children.  HPD will continue its collaboration with Fort Bend County District Attorney and Conroe Police Department to pursue these grant program objectives.

 

The Houston Police Department also requests City Council to authorize the Chief of Police or his designee to act as the City’s representative with the authority to apply for, accept and expend the grant funds as awarded, as well as to apply for, accept and expend any subsequent awards or contract amendments, if any, to extend the budget period, and to authorize the Mayor to execute all related agreements with the approval of the City Attorney in connection with the grant not to exceed five years.
