SUBJECT: Accept Work for Large Diameter Sanitary Sewer Inspection Using Robotic Technology.
RECOMMENDATION: (Summary) Pass a motion to approve the final contract amount of $1,915,407.15, which is 2.12% over the original contract amount and under the 5% contingency amount, accept the work, and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the Neighborhood Sewer Rehabilitation Program and was required to renew/replace various deteriorated neighborhood collection systems throughout the City. The project involved large diameter sanitary sewer inspection using robotic technology. The purpose was to reduce the sanitary sewer overflows, which was accomplished by cleaning of the sewer lines and robotic inspection to identify sewer lines in need of rehabilitation/renewal.
DESCRIPTION/SCOPE: This project consisted of large diameter sanitary sewer inspection using robotic technology. The project was awarded to RedZone Robotics, Inc., with an original contract amount of $1,875,575.00. The Contract duration for this project was 730 calendar days.
LOCATION: The projects are located throughout the City of Houston within Council Districts A, B, C, D, G, H, I and K.
CONTRACT COMPLETION AND COST: The contractor, RedZone Robotics, Inc., has completed the work under the subject contract. The contract was completed beyond the established completion date with an additional 90 days approved by Change Order No. 1. The final cost of the project, including overrun and underrun of estimated unit price quantities, is $1,915,407.15, an increase of $39,832.15 or 2.12% over the original contract amount. The increased cost is a result of the difference between planned and measured quantities.
MWDBE PARTICIPATION: The advertised M/WBE contract goals for this project were 8.65% MBE and 3.65% WBE (12.30% total). The M/W/SBE goals approved for this project were 9% MBE and 4% SBE (13% total). According to the Office of Business Opportunity, the actual participation achieved on this project was 3.07% MBE and 0.76% SBE (3.83% total). The standard for meeting MWSBE participation goals is the demonstration of Good Faith Efforts. The Contractor’s M/W/SBE performance on this project was rated Unsatisfactory for the following reasons: The Prime’s MBE goal attainment fell short of the goal by more than 5.00% and WBE participation fell short of the goal by approximately 3.00% - an overall MWBE participation shortfall of approximately 8.50%. The Prime failed to make good faith efforts to engage additional goal credit subcontractors to perform sanitary sewer cleaning and television work when there was ample opportunity to do so. Engaging additional certified firms to participate on the project could have increased the Prime’s overall MWBE goal attainment on the project. For the reasons listed, the Contractor’s performance does not meet the intent and the spirit of the City of Houston’s MWSBE Program.
