Recommendation: Awarding a Contract for pump-out services to Magna Flow Environmental Services, Inc. up to a maximum contract of $1,950,000.00 for City-Wide Special Waste and Stormwater Interceptor Pump Outs for the General Services Department.
Specific Explanation: The General Services Department (GSD) recommends that City Council award one City-Wide Special Waste and Stormwater Interceptor Pump-Outs contract to Magna Flow Environmental Services, Inc. to provide pump-out services at City facilities. The contract term is two years with one (1) one-year renewal option.
On March 5 and March 12, 2021, GSD advertised a Request for Qualifications (RFQ) for professional City-Wide Special Waste and Stormwater Interceptor Pump Out services citywide, as required by the Texas Commission on Environmental Quality (TCEQ). The RFQ contained selection criteria that ranked respondents on company experience and equipment, key personnel experience, safety, and unit rates. The Statements of Qualifications were due on April 15, 2021, and three firms responded. GSD evaluated the respondents and determined that submittals from two firms were not responsive to all requirements. One firm was determined to be responsive, are licensed and have the professional qualifications, experience, and equipment to perform the services. Negotiation of the contract unit rates was successfully completed on October 4, 2021. Under the proposed contract, work orders are issued and approved in accordance with pre-described and pre-priced tasks as established by the negotiated Unit Rates.

PROJECT DESCRIPTION: The General Services Department requires the maintenance and cleaning of special waste and stormwater interceptors at frequencies of monthly to annually to meet regulatory requirements enforced by the TCEQ. The scope of work consists of evacuation of interceptors using vacuum trucks; cleaning of coalescers, filter, or similar filter media; pressure washing; confined space entry when necessary; and transport and disposal of all generated waste. Services will be required for scheduled, expedited, and emergency pump-out support. Additionally, the contractor shall provide for the final disposition of all waste, which includes collection, transport, and manifesting, in compliance with all applicable federal, state, and local regulations.
