Summary:

ORDINANCE amending Ordinance No. 2021-0509, (Approved on June 16, 2021) to increase the maximum contract amount of contract between City of Houston and CAROLLO ENGINEERS, INC, for Professional Services for the Combined Utility System Water and Wastewater and Impact Fees Rate Study for Houston Public Works - $79,960.00 - Enterprise Fund

Background:

E29818.A1 – Approve an amending ordinance to Ordinance 2021-0509, approved on June 16, 2021 to increase the maximum contract amount from $227,622.00 to $307,582.00 for Contract No. 4600016743 between the City of Houston and Carollo Engineers, Inc. for professional services for the combined utility system water and wastewater and impact fees rate study for Houston Public Works.

 

Specific Explanation:

The Director of Houston Public Works and the Chief Procurement Officer recommend that City Council approve an amending ordinance to increase the maximum contract amount from $227,622.00 to $307,582.00 for a professional services agreement between the City of Houston and Carollo Engineers, Inc. for professional services for combined utility system water and wastewater and impact fees rate study for Houston Public Works.

 

This contract was awarded on June 16, 2021, by ordinance number 2021-0509 for a one-year term with a one-year option to renew in the amount of $227,622.00.  Expenditures as of December 1, 2021 totaled $227,622.00.  The spending authority has been exhausted earlier than anticipated due to needed revisions to the water and wastewater rate study tables that were needed to respond to questions from the court, Mayor, and council members during the rate increase.  This contract will be terminated early, so no further funding is required beyond FY2022.

 

The scope of work requires the contractor to work with the Combined Utility Systems team (CUS) and Houston Permitting Center (HPC) to provide rate design and impact fee studies on various customer rate classifications.

 

MWBE Participation:

This professional service contract was awarded with a contract specific goal of 15% MWBE participation level. The current participation for the selected subcontractor is as follows:

Fiscal Note:
