SUBJECT: Advance Funding Agreement between the City of Houston (City) and Texas Department of Transportation (TxDOT) for Bridge Replacement or Rehabilitation Off the State System for Campbell Road at HCFCD Ditch.
RECOMMENDATION: Adopt an ordinance approving and authorizing an Advance Funding Agreement between the City of Houston (City) and Texas Department of Transportation (TxDOT) for Bridge Replacement or Rehabilitation Off the State System for Campbell Road at HCFCD Ditch.
PROJECT NOTICE/JUSTIFICATION: The Federal Off-System Bridge Program is administered by TxDOT to replace or rehabilitate structurally deficient and functionally obsolete bridges located on public roads and streets not located in the designated state highway system.
DESCRIPTION: This project consists of rehabilitating or replacing the bridge located at Campbell Road at HCFCD Ditch.
LOCATION: The project area is generally bound by Kempwood to the north, Hammerly to the south, South Gessner to the west and Blalock to the east.
SCOPE OF THE AGREEMENT AND FEE: The Texas Administrative Code, Title 43, Section 15.55 provides that under specified conditions, the 10 percent local government match requirement may be waived if the local government performs an equivalent dollar amount of structural improvement work on another deficient bridge within its jurisdiction (Equivalent-Match Projects). The Local Government owns one or more bridges on a public road or street located at Campbell Road at HCFCD Ditch, and the bridge is included in the currently approved off-state system federal-aid Highway Bridge Replacement and Rehabilitation Program (HBRRP) as authorized by Texas Transportation Commission Minute Order Number 116073 dated August 31, 2021. City Council, under Resolution No. 2021-0029 dated October 6, 2021, approved the request for a waiver.

TxDOT has authorized work on the following 11 bridges to count as the 10% equivalent match towards the four bridges referenced above. This Advance Funding Agreement is for Campbell Road at HCFCD Ditch.

The new bridge will cost a total of approximately $363,000.00. The 10 percent local match participation required for the reconstruction of the Participation-Waived bridge is $36,300.00.
FISCAL NOTE: No significant Fiscal Operating Impact is anticipated as a result of this project.
