The Chief of Police for the Houston Police Department (HPD) requests an ordinance authorizing a sub-award agreement between Positive Encounter + Chauncey Glover Project (CGP) and the City of Houston in the amount of $69,100.00. This initiative is funded for a 12-month period through a grant award from the Department of Justice FY2021 Microgrants Community Policing Development Program under the subcategory of Youth Engagement.
HPD is the coordinating agency for the Positive Encounter + Chauncey Glover Project (CGP) and will collaborate with CGP to offer an outreach youth engagement initiative that will serve 260 middle school-aged Black and Latino boys from ten Houston communities. HPD will host ten 2-day mini-camps in partnership with CGP at various locations, which will include activities and host listening sessions to hear firsthand the participant's experiences with law enforcement and recommendations for building trust between their communities and police.
HPD also requests City Council to authorize the Chief of Police or his designee to act as the City’s representative in the agreement process with the authority to accept and expend all subsequent awards, if any, to extend the budget period, and to authorize the Mayor to execute all related agreements with the approval of the City Attorney in connection with the grant not to exceed five years.
