Background:

SUBJECT: Professional Services Contract between the City and NewGen Strategies and Solutions, LLC for the Review and Update of Drainage Rates and Drainage Impact Fees for the City's Dedicated Drainage and Street Renewal Fund.

  

SPECIFIC EXPLANATION:

The Director of the Houston Public Works recommends that City Council approve an ordinance awarding a two-year contract with a one-year option, to NewGen Strategies Solutions, LLC in an amount not to exceed $1,594,356.00 for the review and update of Drainage Rates and Drainage Impact Fees for the City's Dedicated Drainage and Street Renewal Fund.

 

The scope of work requires the contractor to conduct a cost-of-service fee design and impact fee study to:

 

  1. Calculate drainage fees that are designed to fully fund the annual cost of services and meet debt service requirements, incorporating the effects of Atlas 14 rainfall and CIP projects.
  2. Calculate maximum drainage impact fees that are compliant with Texas Local Government Code (TLGC) Chapter 395 and sufficient to recover growth-related infrastructure costs from new development.

 

The Request for Qualification (RFQ) was advertised in accordance with the requirements of the State of Texas bid laws.  The solicitation document was posted on Houston Public Works e-bidding website and, as a result a sole submission was received from: NewGen Strategies Solutions, LLC.  The Evaluation Committee consisted of members from the Houston Public Works and Finance.

 

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.

 

 

M/WBE PARTICIPATION: The standard M/WBE goal set for the project is 24.00%. The Consultant has proposed a 28.99% MWBE plan to meet the goal.
