Background:

Request for Proposals received June 17, 2021, for S63-T29834 – Approve an ordinance awarding a contract to Motorola Solutions, Inc. for the Body-Worn Camera Solution and Video Evidence Management System in the maximum contract amount of $16,801,820.00 for the body-worn camera solution and video evidence management system for the Houston Police Department.    

 

Specific Explanation: 

The Chief of the Houston Police Department and the Chief Procurement Officer recommend that City Council approve an ordinance awarding a five (5) year contract with one one-year option to Motorola Solutions, Inc. in the maximum contract amount of $16,801,820.00 for the body-worn camera solution and video evidence management system for the Houston Police Department.   

 

The scope of work requires the contractor to provide a body-worn camera solution with a video evidence management system (BWC Solution).  The video evidence management system will collect, store, and manage videos from the body-worn cameras, in-car cameras, DWI-inbox room videos, and other video evidence.  The BWC Solution shall include all training, software, hardware, and services delivered as a single solution.

 

The Request for Proposals was advertised in accordance with the requirements of the State of Texas bid laws. As a result, proposals were received from the following firms:  Axon Enterprise, Inc., Coban Technologies, Inc., Johnson Controls, Inc., Motorola Solutions, Inc., Reveal Media USA, Inc., Utility Associates, Inc., and Warner Communications dba Voceon.

 

The Evaluation Committee was comprised of eight City of Houston voting members from the Houston Police Department, the Houston Airport System, and the Houston Information Technology Services.  The evaluation was based on the following criteria:

 

1.  Proposer’s Qualifications and Experience Providing Similar Services

2.   Technical Specifications/Compatibility with HPD System Requirements

3.   Implementation/Migration Plan and Schedule

4.   Reliability, Recoverability, Fault Tolerance, and Performance

5.   Cost of Services

6.   Field Test

 

Based on the evaluation of the proposals, and the field test, Motorola Solutions, Inc. was deemed the best proposer having met all requirements, and was recommended for contract award.

 

M/WBE Participation:

The RFP was issued as a goal-oriented contract with a 2.9% M/WBE participation level.  Motorola Solutions, Inc. has designated the below-named companies as its certified M/WBE subcontractors:

Pay or Play Program:

The proposed contract requires compliance with the City’s “Pay or Play” ordinance regarding health benefits for employees of City contractors.  In this case Motorola Solutions, Inc. will provide health benefits to eligible employees in compliance with City policy.

 

Hire Houston First:

The proposed contract requires compliance with the City’s Hire Houston First Ordinance that promotes economic opportunity for Houston businesses and supports job creation.  In this case, Motorola Solutions, Inc. does not meet the requirements for HHF designation; no HHF firm was within three percent. 

 

Fiscal Note:

  • Funding for this item is included in the FY 2022 Adopted Budget.  Therefore, no Fiscal Note is required as stated in the Financial Policies.

 

  • No Fiscal Note is required on grant items.
