The Housing and Community Development Department (HCDD) recommends Council approval of an Ordinance authorizing the following:

The Amendment and submission of the 2021 Annual Action Plan to the U.S. Department of Housing and Urban Development (HUD), which includes the HOME Investment Partnerships Grant-American Rescue Plan (HOME-ARP) Allocation Plan and the application to allow HCDD to receive HOME-ARP grant funds from HUD. The application estimates a total of $37,352,805.00 in federal funds to benefit eligible residents;

The execution of the Agreement between the City of Houston (City) and HUD for the HOME-ARP by the Mayor, or the Mayor’s designee; and
-
The execution of related forms and documents for HOME-ARP by the Mayor, or the Mayor’s designee.
The goal of the HOME-ARP is to assist individuals or households who are homeless, at risk of homelessness, and other vulnerable populations. The Amended 2021 Annual Action Plan will outline funding priorities in the HOME-ARP Allocation Plan, including tenant-based rental assistance, supportive services, and acquisition and/or development of non-congregate shelter. The format and information presented in the HOME-ARP Allocation Plan are based on federal guidance and requirements.

HCDD solicited public input in the development of the HOME-ARP Allocation Plan during two public hearings on November 4 and 10, 2021.
As stipulated HUD’s HOME-ARP Implementation Notice, residents had 15 days to comment on the proposed Amendment to the 2021 Annual Action Plan, including the HOME-ARP Allocation Plan, before it is approved by City Council. The 15-day review period extended from November 4, 2021 through November 19, 2021.
No fiscal note is required for grant items.
