Summary:

ORDINANCE approving and awarding contract to LION TOTALCARE, INC for Cleaning, Decontamination and Repair Services for Firefighter Personal Protective Ensembles for the Houston Fire Department; providing a maximum contract amount - 3 years with 2 one-year options - $6,000,000.00 - General Fund

Background:

Sole Source for S38-E30098 - Approve an Ordinance awarding a sole source contract to Lion TotalCare, Inc. in the maximum contract amount of $6,000,000.00 for cleaning, decontamination and repair services for firefighter personal protective ensembles for the Houston Fire Department.

 

Specific Explanation:

The Chief of the Houston Fire Department and the Chief Procurement Officer recommend that City Council approve an ordinance awarding a sole source three year contract with two one-year options, between the City of Houston and  Lion TotalCare, Inc.  in the maximum contract amount of $6,000,000.00 for cleaning, decontamination and repair services for fire personal protective ensembles for the Houston Fire Department (HFD). 

 

The scope of work requires the contractor to provide all supervision, labor, materials, equipment and transportation necessary to provide cleaning, decontamination and repair services on firefighting protective ensembles.  In addition, the contractor provides a daily updated portal to provide miscellaneous reports regarding the ensembles, as required by the HFD. The decontamination services are used to remove chemicals and contaminates such as diesel fuel, gasoline, hydraulic oil, pesticides, insecticides, asbestos and other hazardous materials. Repairs are made to extend the life of the protective ensembles and to maintain the garments and peripheral accessories for safety, according to NFPA standards. 

 

The cleaning, decontamination and repair of the personal protective gear is strictly regulated by the National Fire Protection Association (NFPA) and the Texas Fire Commission.  The service requires a local presence because the fire gear must be picked up from the individual fire stations, cleaned, repaired and returned on a tight timeline delineated by the NFPA requirements and within the work rotations of HFD.

 

Lion TotalCare, Inc. is the sole source provider for this service, relating to the cleaning of the HFD's personal protective ensembles. Through Ozone cleaning, in combination with their proprietary cleaning process, Lion TotalCare  can effectively clean gear without damage, providing customers with a more hazard-free cleaning while being in compliance with the NFPA requirements.   

 

This recommendation is made pursuant to Chapter 252, Section 252.022 (a) (7) of the Texas Local Government Code, which provides that “a procurement of items that are available from source" is exempt from the competitive bid process.

Pay or Play:

The proposed contract requires compliance with the City's 'Pay or Play' ordinance regarding health benefits for employees of City contractors.  In this case, Lion Totalcare, Inc. provides health benefits to eligible employees in compliance with City policy.

 

Hire Houston First:

This procurement is exempt from the City’s Hire Houston First Ordinance.  Bids/proposals were not solicited, because the department is utilizing a sole source contractor for this purchase.

 

Fiscal Note:

Funding for this item is included in the FY 22 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
