Summary:

ORDINANCE appropriating $5,800,000.00 out of Airport System Consolidated ITRP AMT Construction Fund and $52,500.00 out of Airports Improvement Fund as additional appropriation to Professional Services Contract between City of Houston and FENTRESS ARCHITECTS, LTD  for Civic Art for the Mickey Leland International Terminal (MLIT) Project at George Bush Intercontinental Airport/Houston; providing funding for Civic Art relating to construction of facilities financed by such funds - DISTRICT B - JACKSON

Background:

RECOMMENDATION:

Enact an ordinance appropriating $5,800,000.00 out of the Airport System Consolidated ITRP AMT Construction Fund (8207) to the Professional Services Contract with Fentress Architects, Ltd. and $52,500.00 for Civic Art out of the HAS Airports Improvement Fund (8011) for the Mickey Leland International Terminal (MLIT) Project at George Bush Intercontinental Airport/Houston (IAH) (Project No. 826).

 

SPECIFIC EXPLANATION:

On November 29, 2016, City Council enacted Ordinance 2016-919, approving and authorizing a Professional Services Contract with Fentress Architects, Ltd.  for Architectural and Engineering (A/E) Design Services for the Mickey Leland International Terminal (MLIT) Project and appropriating $54,177,500.00. On October 31, 2018, City Council enacted Ordinance 2018-877, approving and authorizing Amendment No. 1 to the Agreement with Fentress Architects, Ltd., for the revised approach reallocating the existing design services to provide Program Validation and an overall Concept Design for both the MLIT and FIS facilities, including a New International Central Processor. On September 9, 2020, City Council enacted Ordinance 2020-765, approving and authorizing an additional appropriation Professional Services Contract with Fentress Architects, Ltd.  for Architectural and Engineering (A/E) Design Services for the Mickey Leland International Terminal (MLIT) Project, appropriating $19,861,600.00.

 

Under the scope of services to be provided by Fentress for MLIT, the existing Old Terminal C North (OCN) Pier will be replaced, and the Terminal D and C-D Connector facilities will be refurbished. MLIT will provide between 15 and 22 contact gates, with 13 gates able to accommodate wide-body aircrafts. The existing Terminal D ticketing and curb facilities will be closed once the Terminal D carriers have relocated to the New International Central Processor.

 

This additional appropriation will provide the following:

1.       Additional services to address existing site conditions and Authority Having Jurisdiction (AHJ) requirements to include:

a.       Construction Administration

b.       Checked Baggage Inspection System (CBIS) Design Changes

c.        Building Standards Group (BSG) – Repackaging Procurement Packages

d.       Additional Supplemental Lighting Designs

2.       Additional Services Request (ASR) to accommodate possible unknown conditions

3.       C-Knuckle Concession Design, Tenant Design Manual Standard, and associated Design Reviews and Construction Administration. This is additional design to support the new concessions plan.

The MLIT costs for the agreement is included in the overall $1.3B ITRP budget.

 

MWBE Participation:

The Minority/Women Business Enterprise (M/WBE) goal for this agreement is 30%. Currently, Fentress Architects, Ltd. is achieving 27.91% participation toward the goal. The HAS Office of Business Opportunity will continue to monitor this agreement and is confident the goal will be met by the contractor.

 

CIP Fiscal Note:

No significant Fiscal Operating impact is anticipated as a result of this project.
