Specific Explanation
The Director of the Houston Health Department and the Chief Procurement Officer recommend that City Council approve an amending ordinance authorizing a second amendment to the contract between the City of Houston and Baylor College of Medicine to extend the term from September 29, 2022 to September 29, 2023 and to increase the maximum contract amount from $134,675.00 to $240,675.00 for the First Responder Opioid Overdose Naloxone Training and Linkage into Needed Evidence-Base Services ("Frontlines") for the Houston Health Department.
The initial contract was approved on November 6, 2019 by Ordinance No. 2019-0856, with a term to expire on September 29, 2022, in the original amount of $96,675.00. It was subsequently amended pursuant to Ordinance No. 2020-0517 (passed on June 17, 2020) to approve a First Amendment and to increase the spending authority from $96,675.00 to $134,675.00. The Houston Health Department is now requesting a second amendment to add additional funding in the amount of $106,000.00 to the FRONTLINES Project in order to provide the following additional services:
- Develop student train-the-trainer program to ensure sustainability of the MAT trainings. The student train-the-trainer program will be delivered in person and/or synchronous online depending on pandemic conditions.
- Provide mentoring for physician online or phone.
The FRONTLINES Project is a collaboration between the Houston Health Department (HHD), the Houston Fire Department (HFD), the Houston Recovery Center (HTC), and Baylor College of Medicine (BCM). The project will ensure: 1) all HFD response units are equipped with naloxone opioid overdose kits; 2) professional and lay first responders are trained in recognition and pre-hospice management of a person experiencing opioid overdose, including proper administration of naloxone; and 3) all opioid overdose victims are offered linkages to treatment services, prevention education and ongoing case management.
