SUBJECT: First Amendment to Professional Engineering Services Contract between the City and SES Horizon Consulting Engineers, Inc. for Melrose Park Section 2 Drainage and Paving Improvements.
RECOMMENDATION: Approve First Amendment to the Professional Engineering Services Contract with SES Horizon Consulting Engineers, Inc. and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the ReBuild Houston Program utilizing a worst first methodology, objective data and benefit/cost analysis. This program is required to improve street drainage and reduce the risk of structural flooding.
DESCRIPTION/SCOPE: This project consists of the design of storm drainage improvements, necessary concrete paving, curbs, sidewalks, driveways, and underground utilities.
LOCATION: The project area is generally bound by Castledale Drive on the north, Canino Road on the south, Hardy Toll Road on the east and City of Houston boundary / Harris County Flood Control District Tributary P118-23-00 on the west.
PREVIOUS HISTORY AND SCOPE: City Council approved the original Contract on June 8, 2016 under Ordinance No. 2016-0435. The scope of services under the Original Contract consisted of Basic and Additional Services, as applicable, for Phase I - Preliminary Design, Phase II - Final Design, and Phase Ill - Construction Phase Services. Under this Contract, the Consultant has accomplished Phase I - Preliminary Design.
SCOPE OF THIS AMENDMENT AND FEE: Under the scope of the First Amendment, the Consultant will accomplish the following: Phase II - Final Design and Phase Ill - Construction Phase Services. A fee of $819,634.00 is budgeted for Basic Services and $352,055.00 for Additional Services.
The total requested appropriation is $1,230,273.45 to be appropriated as follows: $1,171,689.00 for contract services and $58,584.45. for CIP Cost Recovery.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.
M/WBE PARTICIPATION: The M/WBE goal established for this project is 24%. The original Contract amount totals $558,503.00. The Consultant has been paid $543,095.00 (97.24%) to date. Of this amount, $156,674.00 (28.85%) has been paid to M/WBE sub-consultants to date. Assuming approval of the requested additional appropriation, the contract amount will increase to $1,730,192.00. The Consultant proposes the following plan to meet the M/WBE goal.
