Summary:

ORDINANCE annexing to the City of Houston, Texas, for Limited Purposes certain areas in Harris County, Texas, located within HARRIS COUNTY MUNICIPAL UTILITY DISTRICT NO. 55; containing findings and other provisions relating to the foregoing subject; imposing the Sales and Use Tax of the City in the annexed areas for Limited Purposes; assigning the annexed areas to adjacent current District Council Map until such time as the District Council Map boundaries are redrawn pursuant to the City’s Charter; providing for severability - DISTRICT E - MARTIN

This item should only be considered after passage of Item 31 above

Background:

The Planning and Development Department has negotiated Strategic Partnership Agreements (SPAs) between the City of Houston and the utility districts listed below.

 

Amendments to existing Agreements:

  • Harris County MUD No. 55
  • Kingsbridge MUD
  • Spring Creek Utility District
  • Willow Point MUD of Fort Bend and Waller Counties

 

All agreements require public notice and the two public hearings, which were held on November 10 and November 17, 2021.

 

For all four Districts, the City will amend the existing SPAs and annex additional territory for limited purposes. In these area, one percent sales tax will be levied, which the City will divide evenly with the Districts. There are at present, no residents in the areas to be annexed for limited purposes.

  

Also, for all four Districts, there is no territory outside the District boundaries to be included in the limited purpose annexations, therefore, the City is not required to provide any services. If approved, sales tax collections will begin on April 1, 2022.

 

The SPA with Spring Creek UD will also be amended to extend the term for an additional 10 years.

 

For the new SPAs or amendments where territory has been annexed, council district assignments of the newly annexed areas are detailed on the accompanying SPA Precinct Memorandum.
