THE UNIVERSITY OF HOUSTON for Professional Services to Develop and Conduct a series of Symposiums covering Complex Coordinated Terrorist Attacks for the Office of Public Safety and Homeland Security - $107,307.00 - Grant Fund

Background:

Professional Services for H31127 – Approve the professional services purchase from The University of Houston in the total amount of $107,307.00 to develop and conduct a series of symposiums covering Complex Coordinated Terrorist Attacks for the Office of Public Safety and Homeland Security.

 

Specific Explanation:

The Director of Public Safety and Homeland Security and the Chief Procurement Officer recommend City Council approve the professional services purchase from The University of Houston in the total amount of $107,307.00 to develop and conduct a series of symposiums covering Complex Coordinated Terrorist Attacks for the Office of Public Safety and Homeland Security and that authorization be given to issue a purchase order.

 

The University of Houston College of Technology will develop and conduct a series of full-day symposiums covering various topics (e.g., tactical response, medical response, intelligence, operational communications, family and victim services, cybersecurity) that will help participants prepare for potential complex coordinated terrorist attacks for the City of Houston and surrounding region. The vendor will facilitate these events and provide subject matter experts to speak on different topics. Each symposium will be a one-day event with the exception of the family and victim services symposium, which will include a second day for a hands-on planning workshop.  

 

The University of Houston College of Technology will provide a uniquely exceptional experience to the City and partners in the great Houston region. The success of this program relies on a lineup of credible technical experts with first-hand experience with the most significant domestic and international terror attacks in recent history.

 

This recommendation is made pursuant to subsection 252.022(a)(4) of the Texas Local Government Code, which provides that " a procurement for personal, professional, or planning services" is exempt from the competitive requirements for purchases.

 

M/WBE Participation:

M/WBE Zero Percentage Goal document approved by the Office of Business Opportunity.

 

Hire Houston First:

This procurement is exempt from the City’s Hire Houston First ordinance.  It does not apply to this procurement, because it involves the use of federal funds and is subject to specific procurement rules of the federal government.
