Summary:

ORDINANCE approving and authorizing contract between City of Houston and GEOGRAPHIC INFORMATION SERVICES, INC to migrate the Storm Water Geodatabases for Houston Public Works; providing a maximum contract amount - 3 Years with two one-year options - $448,111.95 - Stormwater Fund

Background:

Request for Proposals received April 1, 2021 for P03-T29747  – Approve an ordinance awarding a contract to Geographic Information Services, Inc in the maximum amount of $448,111.95 to provide professional Geographic Information System (GIS) services to migrate the storm water geodatabases into the ESRI Utility Network Model (UNM) for Houston Public Works.

 

Specific Explanation

The Director of Houston Public Works and the Chief Procurement Officer recommend that City Council approve an ordinance awarding a three (3) year contract, with two (2) one-year options to renew to Geographic Information Services, Inc in the maximum contract amount of $448,111.95 to migrate the storm water geodatabases into the ESRI Utility Network Model for Houston Public Works. The Director may terminate this Agreement at any time by giving 30 days written notice to the Contractor, with a copy of the notice to the CPO. Houston Public Works will come back to Council at a later date for additional funding to support the contract term.

 

The scope of work requires the contractor to provide professional GIS services to migrate the storm water system geodatabase.  Contractor will migrate from the ESRI 10.5.0 Local Government Model (LGM) geometric network to the ESRI UNM. The contractor is required to provide a database readiness assessment, supporting documentation to the implementation, a pilot migration, testing, custom workshops and trainings, implementation of the UNM, and post-migration support (e.g. configure unique ID creation through provided specifications).

 

The Request for Proposals (RFP) was advertised in accordance with the requirements of the State of Texas bid laws and as a result, proposals were received from Cyient Inc., Geographic Information Services, Inc., Resource Data, and Allworld Project Management, LLC. The Evaluation Committee consisted of members from Houston Public Works, Houston Information Technology Services, and the Houston Police Department. The proposals were evaluated based on the following criteria:

Geographic Information Services, Inc. received one of the highest overall scores and was deemed to be one of the best qualified contractors to perform the requirements as outlined in the RFP.

 

M/WBE Subcontracting:

MWBE Zero Percentage Goal document approved by the Office of Business Opportunity.

 

Pay or Play Program:

The proposed contract requires compliance with the City's 'Pay or Play' ordinance regarding health benefits for employees of City contractors. In this case, the contractors will provide health benefits to eligible employees in compliance with City policy.

 

Hire Houston First:

The proposed contract requires compliance with the City’s “Hire Houston First” Ordinance that promotes economic opportunity for Houston businesses and supports job creation.  In this case, the firm is not a designated company and therefore the HHF preference was not applied to the contract award.

 

 

 

 

 

Fiscal Note:

Funding for this item is included in the FY 2022 Adopted Budget.  Therefore, no Fiscal Note is required as stated in the Financial Policies.
