SUBJECT: Contract Award for Almeda Sims Wastewater Treatment Plant Improvements.
RECOMMENDATION: Award a Construction Contract to LEM Construction Company, Inc., for Almeda Sims Wastewater Treatment Plant Improvements and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s ongoing program to improve inefficient components of the existing wastewater treatment plant facilities.
The work to be performed under this contract award is necessary to maintain compliance with Houston's wastewater consent decree with EPA and TCEQ.
DESCRIPTION/SCOPE: This project consists of the replacement of four of the existing blowers with new single stage centrifugal blowers, an addition of the sixth secondary clarifier, a canopy over the existing Non-Potable Water (NPW) facility and backwash pump station, installation of Return Activated Sludge (RAS) pumps, scum pumps, and appurtenances, and replacement of motorized actuators. The Contract duration for this project is 700 calendar days. This project was designed by Carollo Engineers, Inc.
LOCATION: The project locations is: 12319 1/2 Almeda Rd., Houston, TX 77045.
BIDS: This project was advertised for bidding on June 11, 2021. Bids were received on August 26, 2021. The six (6) bids are as follows:

Testing Services will be provided by HTS, Inc. Consultants under a previously approved contract.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case LEM Construction Company, Inc., is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.
M/WSBE PARTICIPATION: The contract was advertised with an MBE Goal of 11.00% and a WBE Goal of 7.00%. The contractor submitted a Good Faith Effort which the Office of Business Opportunity (OBO) approved.
