Summary:

ORDINANCE appropriating $527,616.18 out of Water & Sewer System Consolidated Construction Fund; approving and authorizing first amendment to Professional Engineering Services Contract between City of Houston and STANTEC CONSULTING SERVICES, INC for Intercontinental Airport Wastewater Treatment Plant Improvements (Approved by Ordinance No. 2017-0474); providing funding for CIP Cost Recovery relating to construction of facilities financed by Water & Sewer System Consolidated Construction Fund - DISTRICT B - JACKSON

Background:

SUBJECT: First Amendment to the Professional Engineering Services Contract between the City and Stantec Consulting Services Inc., for Intercontinental Airport Wastewater Treatment Plant Improvements.

 

RECOMMENDATION: Approve a First Amendment to the Professional Engineering Services Contract with Stantec Consulting Services Inc., and appropriate funds. 

 

PROJECT NOTICE/JUSTIFICATION: This project is part of ongoing program to improve inefficient components of the existing Intercontinental Airport Wastewater Treatment Plant.

 

DESCRIPTION/SCOPE: This project consists of the construction of a new 9,900 square foot regional administration building, a new solids handling facility and various other upgrades to the Intercontinental Airport Wastewater Treatment Plant.

 

LOCATION: The project is located at 2450 Rankin Road, Houston, Texas 77032.

 

PREVIOUS HISTORY AND SCOPE:  City Council approved the original Contract on June 28, 2017 under Ordinance No. 2017-0474. The scope of services under the Original Contract consisted of the design of a new solids handling facility and its related sub-components and various other upgrades at the Intercontinental Airport Wastewater Treatment Plant as follows: (1) Solids handling for current permitted flows (8 million gallon per day) and loads with provisions for future expansion (14 million gallon per day) to account for flow being diverted to the plant; (2) Evaluate and provide recommendations for rehabilitation of the Chlorine Contact Basins and Chemical Feed System; (3) Evaluate the structural integrity of the administration building and provide recommendations for exterior structural cracks and roof leakage repairs; and (4) Miscellaneous Improvements including gates and mud valves replacement and scum removal system improvement.. Under this Contract, the Consultant has completed approximately 50% design of the Dewatering facility and the proposed building layout has been finalized.

 

SCOPE OF THIS AMENDMENT AND FEE:  Under the scope of the First Amendment, the Consultant will accomplish the following: Phase II – Final design, Phase III – Construction Phase Services and Additional Services. A fee of $374,632.40 is budgeted for Basic Services and $127,859.20 for Additional Services. The Additional Services are anticipated to include Site Topographic Survey, Real Estate, Geotechnical Investigation, Phase I and II Environmental Site Assessment, Constructability Review Committee Meeting, and other tasks.

 

The total requested appropriation is $527,616.18 to be appropriated as follows: $502,491.60 for contract services and $25,124.58 for CIP Cost Recovery.

 

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.

 

M/WBE PARTICIPATION:  The M/WBE goal established for this project is 24.00%. The original Contract amount totals $1,438,730.00. The Consultant has been paid $767,960.00(53.38%)  to date. Of this amount, $161,180.24 (20.99%) has been paid to M/WBE sub-consultants to date. Assuming approval of the requested additional appropriation, the contract amount will increase to $1,941,221.60.
