RECOMMENDATION: It is recommended City Council approve an ordinance authorizing the acceptance and designation of 60-foot-wide Edwards Street right-of-way, from Holly Street to Beachton Street (aka Beach), adjacent to Block 240 of the W.R. Baker North Side Addition, out of the John Austin Survey. A-1. Parcel AY21-201
SPECIFIC EXPLANATION: Edwards Street right-of-way was created by the unrecorded plat of W.R. Baker Addition, North Side Buffalo Bayou (Baker NSBB). The street shown on the plat is a 70-foot-wide right-of-way. Documentation as far back as 1924 shows that the portion of Edwards Street adjoining Block 240, which lies between Holly Street and Beachton Street (aka Beach) has been occupied at a narrower width than 70 feet. In February 2020, Houston Public Works - Survey Section, conducted a survey of the Edwards Street right-of-way lines and verified the location of the public utilities, private utilities, and pavement. It was determined that a right-of-way width of 60 feet will accommodate the existing utilities and paving. Many abutting property owners are encroaching into the right-of-way with structures and fencing, so reducing the width would alleviate the situation. To facilitate future street and utility improvements and survey inquiries regarding the Edwards Street right-of-way, Houston Public Works is requesting the acceptance and designation of Edwards Street as a 60-foot-wide right-of-way. The Joint Referral Committee reviewed and approved this request.
Therefore, it is recommended City Council approve an ordinance authorizing the acceptance and designation of 60-foot-wide Edwards Street right-of-way, from Holly Street to Beachton Street (aka Beach), adjacent to Block 240 of the W.R. Baker North Side Addition, out of the John Austin Survey. A-1.
FISCAL NOTE: There is no impact to the fiscal budget or no additional spending authority. Therefore, no Fiscal Note is required as stated in the Financial Policies.
