SUBJECT: Approving and Authorizing a Third Amendment for the extension of time (seven months) to the agreement between the City of Houston and the Texas Water Development Board (TWDB) for Administering the Federal Emergency Management Agency (FEMA) Flood Mitigation Assistance (FMA) Program.
RECOMMENDATION: (SUMMARY) Adopt an ordinance approving and authorizing a third amendment to the agreement with TWDB for the extension of time.
PROJECT NOTICE/JUSTIFICATION: The 2016 FMA Grant for 40 flood-prone homes was awarded to the City of Houston on the behalf of the homeowners. On February 14, 2018, City Council passed Ordinance No. 2018-0103 approving an agreement between the City of Houston and TWDB for administering the Grant and to receive funds as sub-applicant from the TWDB for reimbursement of the cost to complete the elevation of the flood-prone homes.
TWDB and FEMA previously awarded the City a one-year time extension through November 30, 2020 via a first amendment approved by City Council on January 08, 2020, Ordinance No. 2020-0022. TWDB and FEMA previously awarded the City a second one-year extension through November 30, 2021 via a second amendment approved by City Council on March 03, 2021, Ordinance No. 2021-0162. TWDB and FEMA have now awarded the City a third extension through June 22, 2022 for continued administration of the FMA Grant. This Council action extends the agreement to allow the City to continue administration of the FMA grant program for an additional seven months.
