Sole Bid Received October 28, 2021 for S87-N30069 - Approve the purchase of a high water rescue vehicle from General Truck Body Mfg. Company in the total amount of $108,848.00 for the Fleet Management Department on behalf of the Houston Fire Department.
Specific Explanation:
The Director of the Fleet Management Department and the Chief Procurement Officer recommend that City Council approve the sole bid received for the purchase of a high-water rescue vehicle from General Truck Body Mfg. Company in the total amount of $108,848.00 for the Houston Fire Department and that authorization be given to issue a purchase order. This high- water rescue vehicle will be utilized by the department's personnel to perform high water rescues during flood situations throughout the City of Houston. Currently, the Houston Fire Department has eight (8) high water rescue vehicles in its fleet. This new purchase is a replacement vehicle for one (1) that is no longer in service, making the total number of vehicles nine (9).
The funding for this high water rescue vehicle is included in the adopted FY22 Capital Improvement Plan (CIP).
This project was advertised in accordance with the requirements of the State of Texas bid laws. Five (5) prospective bidders downloaded the solicitation document from SPD's e-bidding website and one (1) bid was received.
- Subsequent to receipt of the bid, the Strategic Procurement Division contacted potential bidders to determine the reason for the limited response to the ITB; the bidders stated that due to the type of equipment requested, they are unable to provide an equivalent product for consideration.
M/WBE Participation:
Zero-percent goal document approved by the Office of Business Opportunity.
Hire Houston First:
The proposed award requires compliance with the City's 'Hire Houston First' (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case, General Truck Body Mfg. Company is a designated HHF company, and they were the successful awardee without application of the HHF preference.
Fiscal Note:
No significant Fiscal Operating impact is anticipated as a result of this project.
