Background:

S80-E30046-B – Approve the purchase of police patrol vehicles, investigative sedans, utility vehicles and pick-up trucks through the Interlocal Agreement for Cooperative Purchasing with the Texas Local Purchasing Cooperative (BuyBoard) in the total amount of $10,315,364.00 for the Fleet Management Department on behalf of the Houston Police Department.

 

Specific Explanation:

The Director of the Fleet Management Department and the Chief Procurement Officer recommend that City Council approve the purchase of police patrol vehicles, investigative sedans, utility vehicles and pick-up trucks through the   Interlocal Agreements for Cooperative Purchasing with the Texas Local Government Purchasing Cooperative (BuyBoard) in the total amount of $10,315,364.00 for the Houston Police Department and that authorization be given to issue purchase orders to the cooperative purchasing contractors as shown below. These vehicles will be used citywide by the Department for patrol, investigative activities and to respond to emergency incidents. The funding for these units is included in the adopted FY22 Capital Improvement Plan.

 

BuyBoard Contractors:

Silsbee Ford: Approve the purchase of one hundred fifty-four (154) Ford Police Interceptors, one hundred five (105) Ford Explorers, eighteen (18) Ford F-150 Crew Cab pick-up trucks, two (2) Ford Transit Vans, two (2) Ford F350 Crew Cab pick-up trucks, one (1) Ford F-450 Crew Cab pick-up truck and one (1) Ford Transit Cargo Van in the total amount of $9,293,628.00.

 

Caldwell Country Chevrolet:  Approve the purchase of fifteen (15) Chevrolet Tahoes and two (2) Chevrolet Suburbans in the total amount of $803,325.00.

 

Silsbee Toyota:  Approve the purchase of seven (7) Toyota Camrys and one (1) Toyota Highlander in the total amount of $218,411.00.

 

The new gasoline powered vehicles will meet the EPA’s current emission standards for vehicles with gasoline engines.  The new patrol vehicles will come with a full three-year warranty, and the life expectancy is seven years or 100,000 miles.  These new vehicles will replace existing vehicles that have reached their life expectancy and will be sent to auction for disposition.

 

M/WBE Participation:

Zero Percentage goal document approved by the Office of Business Opportunity.

 

Hire Houston First:

This procurement is exempt from the City’s Hire Houston First Ordinance.  Bids/proposals were not solicited because the department is utilizing an Interlocal or Cooperative Purchasing Agreement for this purchase.

 

Fiscal Note:

  • Funding for this item is included in the FY2022 Adopted Budget.  Therefore, no Fiscal Note is required as stated in the Financial policies. 
  • No significant Fiscal Operating impact is anticipated as a result of this project
  • No Fiscal Note is required on grant items.
