Summary:

ORDINANCE approving and authorizing a Utility Functions and Services Allocation Agreement between City of Houston and HARRIS COUNTY MUNICIPAL UTILITY DISTRICT NO. 568 - DISTRICTS D - EVANS-SHABAZZ and E - MARTIN

Background:

SUBJECT: Utility Functions and Services Allocation Agreement between the City of Houston and Harris County Municipal Utility District No. 568.

 

RECOMMENDATION: The Utility Functions and Services Allocation Agreement between the City of Houston and Harris County Municipal Utility District No. 568 be approved.

 

SPECIFIC EXPLANATION: Request the City Council authorize the execution of a Utility Functions and Services Allocation Agreement (the “Agreement”) between the City of Houston (the “City”) and Harris County Municipal Utility District No. 568 (the “District”).  The District consists of 134.40 acres of land located in the vicinity of El Dorado Boulevard, Beamer Road, Whitcomb Road, and Interstate 45, and is entirely within the corporate limits of the City of Houston. Development of the District will require storm drainage and water and wastewater service, including collection, distribution, treatment and water supply facilities.

 

The Agreement establishes the terms and conditions which govern services provided.  In accordance with the Agreement, the District will provide water and wastewater service to its residents until the District connects to future wastewater facilities.  Once these facilities have been completed, the District will connect to the City’s facilities and convey its internal water and wastewater facilities to the City for ownership, operation, and maintenance.  At that time, the City will collect water and wastewater revenues from residents of the District on the same basis as all other City Customers.

 

Projected build out of the District will result in an estimated taxable value of $143,000,000.00.

 

Houston Public Works recommends the Agreement be approved.
