Summary:

APPROVE purchase of a 4200 TapeStation System and Service Plan from AGILENT TECHNOLOGIES, INC for the Houston Health Department - $60,099.67 - Grant Fund

Background:

Health and Safety for E30104 – Approve the purchase of a 4200 TapeStation system and service plan from Agilent Technologies, Inc. in the amount of $60,099.67 for the Houston Health Department.

 

Specific Explanation:

The Director of the Houston Health Department (HHD) and the Chief Procurement Officer recommend that City Council approve the purchase of a 4200 TapeStation system and service plan from Agilent Technologies, Inc. in the amount of $60,099.67 for use in Covid-19 testing by HHD.

 

The 4200 TapeStation system is an all-in-one platform, which includes instrumentation, a dedicated laptop, and data processing software for analysis of DNA/RNA sample size, quantity, and integrity. The number of COVID-19 cases rising three to four-fold, an instrument capable of running many samples is needed to keep up with the samples received into the laboratory.  The 4200 TapeStation system can run 96 samples at one time, compared to the 12 samples that the current Bioanalyzer system can run. The warranty period is for one (1) year and this purchase includes a five (5) year service plan. The instrument will be delivered to HHD Laboratory Services located at 2250 Holcombe Blvd., Houston, Texas 77030.

 

This recommendation is made pursuant to subsection 252.022(a)(2) of the Texas Local Government Code, which provides that "a procurement necessary to preserve or protect the public health or safety of the municipality’s residents” is exempt from the competitive requirements for purchases.

 

M/WBE Participation:

This procurement is exempt from M/WBE subcontracting participation goal because the department utilized Health and Safety exemption  for this purchase.

 

Hire Houston First:

This procurement is exempt from the City’s Hire Houston First ordinance.  It does not apply to this procurement, because it involves the use of federal funds and is subject to specific procurement rules of the federal government.

 

Fiscal Note: 

No Fiscal Note is required on grant items.
