SUBJECT: Accept Work for West Lake Houston Pkwy Bridge Rehab for Bents 25 - 28.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $3,849,757.26 or 1.42% over the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the Work Order Bridge Rehabilitation Program and was required to repair and rehabilitate existing bridges within the City’s jurisdiction.
DESCRIPTION/SCOPE: This project consisted of West Lake Houston Parkway bridge across the San Jacinto River. After Hurricane Harvey, the riverbed at the west fork of the San Jacinto River scoured significantly at Bents 25, 26, 27 and 28 due to heavy currents and turbulence at the foundations. This resulted in reduced loading capacity where existing column shafts were significantly exposed after being investigated by bathymetric survey. The affected four Bents (25-28) columns on the southbound bridge structure was retrofitted with a cast-in-place tie beam with an additional steel pipe piling to restore foundation capacity. Stone riprap and sand filled geotextile beds were placed under the riverbed on both bridges to counter the erosion at the column foundations. Also one single expansion joint malfunctioning at Bent 25 on southbound bridge was replaced along with pads that were showing significant slipping away from beams. Aguirre & Fields designed the project with 160 calendar days allowed for construction. The project was awarded to NBG Constructors, Inc. with an original Contract Amount of $3,795,824.00.
LOCATION: The project is located on West Lake Houston Parkway between Kingwood Green Drive on the north and Kings River Drive on the south.
CONTRACT COMPLETION AND COST: The Contractor, NBG Constructors, Inc., has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 33 days approved by Change Order No. 1. The final cost of the project, including overrun and underrun of the estimated unit price quantities and previously approved Change Order No. 1 is $3,849,757.26, an increase of $53,933.26 or 1.42% over the original Contract Amount and under the 5% contingency amount. The increased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goals for this project were 11% MBE and 7% WBE (18% total). The M/W/SBE goals approved for this project were 5.14% MBE and 4.08% WBE (9.22% total). According to the Office of Business Opportunity, the actual participation achieved on this project was 5.12% MBE and 4.45% WBE (9.57% total). The standard for meeting MWSBE participation goals is the demonstration of Good Faith Efforts. The Contractor’s M/W/SBE performance on this project was rated Satisfactory for the following reasons: The prime came within 1% of the MBE goal and exceeded the WBE goal. The Prime was able to meet the contractual goals and made a good faith effort to use all approved MWSBE’s. For the reasons listed, the Contractor’s performance meets the intent and spirit of the City’s MWSBE program.
