Summary:

ORDINANCE approving and authorizing Amendment No. 3 to Grant Contract for Sexual Risk Avoidance Education Program between City and TEXAS HEALTH AND HUMAN SERVICES COMMISSION; approving the acceptance and disbursement of Grant Funds thereunder

Background:

The Houston Health Department (HHD) requests City Council approval of a grant contract amendment number three between the City and the Texas Department of State Health Services (DSHS) for the City's Sexual Risk Avoidance Education Program services. The contract term continues through September 30, 2023. Funding for the contract under Amendment Number three will be increased by $150,000 for Fiscal Year 2022 (10/1/2021 – 9/30/2022) and $150,000 for Fiscal Year 2023 (10/1/2022 – 9/30/2023).  The total not-to-exceed amount for the contract is $750,000. City matching funds are not required.

 

The original grant contract was processed and fully executed under Contract No. C78172 NCA (No Council Action) on October 4, 2019 because the amount of the Fiscal Year 2019 award was $150,000 and therefore did not require council approval. On 9/28/2020, Amendment Number one was processed with no additional funding. On 11/2/2020, Amendment Number two to the Contract was fully executed with the award amount of $150,000 for Fiscal Year 2021. Funding for the contract under Amendment Number three will be increased by $150,000 for Fiscal Year 2022 and $150,000 for Fiscal Year 2023, which put the total grant award through 9/30/2023 at $600,000.  Pursuant to the updated AP 4-1 (updated on August 17, 2020) city council approval is now required for grants over $400,000.00 for the entire grant contract period.

 

HHD also requests City Council to authorize the Mayor to execute all related contracts, agreements, amendments and documents with the approval as to form of the City Attorney in connection with the grant assistance program and to authorize the Director or his designee to act as the City's representative with the authority to apply for, to accept and expend subsequent supplemental awards, if any, and to extend the term and/or budget and project period not to exceed five years, if extended by DSHS during the project period and if it does not require cash matching funds.

 

The main objective under this contract grant agreement is to educate youth between the ages of 10 to 19 on how to refrain from related risky sexual behaviors. The program is designed to teach youth the benefits associated with personal responsibility, goal setting, healthy decision-making, focusing on the future and preventing youth risk behaviors such as underage drinking and illicit drug use.
