RECOMMENDATION: Award construction contract and appropriate funds for the project.
SPECIFIC EXPLANATION: The General Services Department recommends that City Council award a construction contract to Times Construction, Inc. on its low bid amount of $442,000.00 to provide construction services for Sylvan Rodriguez Park Boardwalk for the Houston Parks and Recreation Department.
PROJECT LOCATION: 1201 Clear Lake City Blvd., Houston TX 77062
PROJECT DESCRIPTION: The project will install hardscape improvements including concrete flatwork, wood-framed boardwalk construction with recycled plastic boardwalk slats, boardwalk foundations.
The contract duration for this project is 60 calendar days.

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s “Pay or Play” Ordinance regarding health benefits for employees of City Contractors. In this case, the contractor provides health benefits to eligible employees in compliance with the City policy.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s “Hire Houston First” Ordinance that promotes economic opportunity for Houston businesses and supports job creation. Times Construction, Inc. is registered with the City of Houston as a City Business company.
