Summary:

ORDINANCE approving and authorizing Interlocal Regional Waste Disposal Facilities Contract between GULF COAST AUTHORITY, CITY OF FRIENDSWOOD, TEXAS, City of Houston, Texas, HARRIS COUNTY MUNICIPAL UTILITY DISTRICT NO. 55 and BAYBROOK MUNICIPAL UTILITY DISTRICT NO. 1 for Blackhawk Regional Wastewater Treatment Facility - DISTRICT E - MARTIN

Background:

SUBJECT: Interlocal Regional Waste Disposal Facilities Contract.

 

RECOMMENDATION: City Council approve an Interlocal Regional Waste Disposal Facilities Contract by and among Gulf Coast Authority (the "Authority"), City of Friendswood, Texas ("Friendswood"), City of Houston, Texas ("Houston"), Harris County Municipal Utility District No. 55 ("HCMUD 55") and Baybrook Municipal Utility District No. 1 ("Baybrook MUD 1") and allocate a maximum contract amount of $12,000,000.00.

 

SPECIFIC EXPLANATION: The City of Houston is a co-participant in Blackhawk Regional Wastewater Treatment Facility as a result of an annexing Harris County Municipal Utility District 142 in 1978. Gulf Coast Authority manages the regional facility for the participants of Friendswood, Houston, HCMUD 55 and Baybrook MUD 1.  The previous contract expired and a new contract is needed.

 

The City of Houston currently has 0.761 millions of gallons per day of wastewater treatment capacity in the joint plant. The Authority agrees to furnish monthly statements to each Participant containing information on the direct cost of operation and maintenance of the Plant, and the individual hydraulic and organic loadings of Participants. Participant's share of the costs for the Regulatory Improvements, Capital Costs, Expansion Costs, Management Expenses and Overhead Charges are also included in this contract. The estimated yearly cost for the operation is approximately  $300,000.00.

 

This Contract shall remain in effect for a period of forty (40) years from the date hereof and for as long thereafter as any Authority Bonds are outstanding.

FISCAL NOTE: Funding for this item is included in the FY22 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
