The Housing and Community Development Department (HCDD) recommends Council approval of an Ordinance authorizing a First Amendment to the Contract between the City of Houston (City) and The Women’s Home, providing up to $251,917.73 in Community Development Block Grant – Disaster Recovery 2017 (CDBG-DR17) funds to finance the operation of a job services program with supportive services for low-to moderate- income for Houston residents affected by Hurricane Harvey.
The Women’s Home will use the CDBG-DR17 funds to provide case management, mental health counseling, substance abuse services, and job training/education to a minimum of 50 individuals. The purpose of the services is to assist individuals to increase their resilience and stability.

HCDD conducted a Notice of Funding Award (NOFA) for CDBG-DR17 funding for fiscal year 2020 with a one-year extension option for fiscal year 2021. The initial agreement term was May 1, 2020 through April 30, 2021 and was administratively extended through April 30, 2022.
As of November 2021, The Women’s Home has expended approximately 94% of funds and achieved 61% of the client goal. The Women’s Home began receiving funding through the City in 2016, and there were no findings on their annual compliance monitoring.
